Is there a modern open source FPGA Bitcoin miner?
I'm aware of https://github.com/progranism/Open-Source-FPGA-Bitcoin-Miner but it's about a decade old.
Is there any more recent open source FPGA Bitcoin miner?

Not yet to my knowledgw but Jack Dorsey with Square seems to be working on it, I cant wait for his first results...

https://www.theverge.com/2022/1/14/22883500/jack-dorsey-block-bitcoin-mining-system-open-source-mainstream

I'm not aware of any sourcecode. But solving hashes should theoretaically be possible to all modern Altera/Xilinx boards.

I highly doubt its performance and cost of the board (and electricity) could compete with ASICs

Yes, there are more recent open source FPGA Bitcoin miners available. Here are a few examples:

1. Butterfly Labs EasyMiner: This is an open source FPGA Bitcoin miner that uses an FPGA board based on the Xilinx Spartan-6 FPGA. The source code is available on GitHub, and the miner is compatible with both the Bitcoin and Litecoin networks.

2. X6500 FPGA Miner: This is another open source FPGA Bitcoin miner that uses an FPGA board based on the Xilinx Spartan-6 FPGA. The source code is available on GitHub, and the miner is capable of mining both Bitcoin and Litecoin.

3. IceDrill FPGA Miner: This is a newer open source FPGA Bitcoin miner that uses an FPGA board based on the Xilinx Virtex-7 FPGA. The source code is available on GitHub, and the miner is capable of mining both Bitcoin and Litecoin.
